21st Test Instrumentation Workshop: Solving Problems with Innovative Solutions Program Description

The focus of the 2017 ITEA Test Instrumentation Workshop will be “Solving Problems with Innovative Solutions". Our goal is to center the tutorials and technical sessions around the issues and challenges faced by the people working in the test instrumentation trenches.

Please join us at the 2017 ITEA Test Instrumentation Workshop and help us share your experiences, lessons learned and innovative solutions to those problems we face in today's test environment. This workshop provides an opportunity for representatives from government, industry and academia to present formal papers and exhibit goods and services that can assist T&E professionals.

Featured Speakers

Wednesday, May 10th - Telemetry Spectrum Encroachment Blue Ribbon Panel (8:00 - 10:00)

Our DOD range telemetry electromagnetic assets are under continual encroachment pressure by powerful non-Government interests to support advanced wireless services. This Workshop will provide concise histories, with both National- and Field-Level perspectives, of this perpetual threat, and how we are regulating, defending and, indeed, augmenting our crucial Aeronautical Mobile Telemetry (AMT) frequency bands via organizations and forums such as the:

        * International Consortium for Telemetry Spectrum (ICTS)
        * Spectrum Stewardship Senior Steering Group (S4G)
        * Range Spectrum Requirements Working Group (RSRWG)
        * Aerospace and Flight Test Radio Coordinating Council (AFTRCC).
        * National Advanced Spectrum and Communications Test Network (NASCTN)"

Come and listen to and question several Senior Executive Service AMT experts/champions about this crucial topic.

 Wednesday, May 10th -  Panel (4:00 - 5:30)

Small Unmanned Aircraft Systems (sUASs) and Counter-sUAS Systems: Are Test Ranges Ready For Them? Moderated by Albert Sciarretta, President, CNS Technologies, Inc.

This panel will briefly discuss emerging capabilities of small unmanned aircraft systems (sUASs) - a.k.a. drones - including a discussion of consumer, modified consumer, and customized sUASs.  This will be followed by a brief discussion of current and anticipated use by state and non-state actors, and their employment of single, coordinated (sometimes called "saturation"), swarm, and collaborative groups of sUASs.  A generic description of detection and neutralization capabilities will be provided. Given this information, the panel will describe T&E needs in both technical (e.g., TSPI for a swarm) and administrative (e.g., requirement to have every sUAS flown by a "licensed pilot") terms.  Supporting this T&E needs discussion, the panel will provide details of a live test at Purdue University and a workshop that focused on T&E needs for CsUAS systems. Finally, there will be a brief discussion of some current DoD sUAS and CsUAS system programs and their unique T&E needs.

 Panelists:

  • Michael J. Hopmeier, President, Unconventional Concepts, Inc.
  • Eric T. Matson, PhD, Associate Professor, Purdue University
  • Paul Kolodzy, PhD, Independent Consultant, Kolodzy Consulting, LLC
