CHALLENGES IN TESTING NEW HYBRID FLYING AND DIVING CRAFT

Dr Keith Joiner, CSC, joined the Air Force in 1985 and became an aeronautical engineer, project manager and teacher over a 30 year career before joining the University of New South Wales in 2015 as a senior lecturer in test and evaluation (T&E). He has since authored research articles and/or presented on Australian T&E concerning: preview de-risking, cybersecurity, integration assurance, the F35-aircraft, Australia’s future submarine, and use of design of experiments (DOE). From 2010 to 2014 he was the Director-General of Test and Evaluation for the Australian Defence Force where he was awarded a Conspicuous Service Cross. Dr Joiner has an MSc in Aerospace Systems Engineering with Loughborough University in the United Kingdom, a PhD in Calculus Education and a Masters of Management. In previous roles he was a design engineer for aircraft and missiles, a project engineering manager, a chief engineer for several aircraft types, and an air base commander. In 2009 he did wartime service in Baghdad for the Multi-National Force Iraq where he was awarded a United States Meritorious Service Medal for his work developing drawdown plans. He is a Certified Practising Engineer and a Certified Practising Project Director.

Abstract 

This presentation begins with an overview of Australian work in 2019-2021 on the conceptual design of a submersible seaplane that merges the maturity of the wing-in-ground (WIG or ekranoplane) craft and seaplanes with covert hybrid underwater insertion, travel and recovery. WIG craft have a higher lift-to-drag ratio and thus improved endurance, while hybrid craft have recently become feasible due to advances in materials, electric propulsion, and multi-medium computational fluid dynamics. The project was conducted in collaboration with two industrial partners, Ron Allum Deep Sea Services and Thales Australia. The return on investment wasn’t high enough to proceed to proof-of-concept testing. However, Chinese design and testing of a similar hybrid uncrewed aerial vehicle achieve direct entry diving and breeching to improve the sea state capability of such craft. The time from publishing the numerical analyses to benign testing was less than a year. Further, they optimize the craft, in part, for underwater glide rather than WIG. The presentation focuses on the likely best return on investment of such craft, bringing in the aircraft parent-child enabling technologies to help undersea warfare. It concludes with the test expertise and infrastructure from aerospace and maritime to keep pace with the Chinese progress.
