Abstract: With the introduction of the 2018 National Defense Strategy’s directive to “Reform the Department for Greater Performance and Affordability” and “deliver performance at the speed of relevancy”, the Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5 implemented a new approach to operational test (OT) known as Adaptive Relevant Testing (ART). AFOTEC Detachment 5’s application of ART over the last three years has transformed the US Air Force’s 40 year-old, serial contractor-developmental-operational test approach to defense acquisition to a non-serial, early OT approach which has accelerated viable US Air Force combat capabilities. This lecture will describe AFOTEC, its purpose, and how AFOTEC Detachment 5 applied ART across its test portfolio evaluating $240 billion in US Air Force aircraft acquisition programs such as the B-21, E-7, KC-46, VC-25B, T-7A, HH-60W, and the MH-139A.
